Paul H. Cocker
Chairman, CEO, President and Principal

Paul is Chairman, CEO, President and a Principal of McKay-Cocker Construction Limited, whose head office is located in London, Ontario.  He joined the company after graduating from Ryerson in Structural Engineering.  Performing a broad spectrum of duties, ranging from Construction Manager to Vice-President Sales and Estimating, Paul became Chairman of the Board in 1991.  Paul holds Gold Seal Certification for both Project Management and Estimating.  He is primarily involved with the overall governance of McKay-Cocker, establishing strategic planning and alliances.  Paul has taken the lead in McKay-Cocker’s entry into the P3 sector. Several Infrastructure Ontario projects are being pursued by McKay-Cocker as part of several teams. Paul has held a variety of external committee positions, such as: President of the Ontario Institute of Quantity Surveyors, past President of the London Squash Racquets Club, chaired the Technical Advisory Board for Fanshawe College, served as a Director of the London Chapter of the Ontario Heart Fund, was a Board Member of the Alzheimer Society of Canada, and most recently, completed a 7-year term as a Director of London Hydro.  He is also a member of the Program Advisory Council (Department of Architectural Science) at Ryerson University; a recently formed committee.  A passionate and dedicated supporter of Habitat for Humanity, he has been very involved in past community builds, as a joint sponsor and providing experienced company resources to assist the volunteer team. Paul Cocker is part of the LMIEC Governance Council which is focused on simplifying accreditation and employment opportunities for immigrant workers.

David W. Blake
Executive Vice President and Principal

As Executive Vice President and a Principal of McKay-Cocker Construction Limited, David has over 30 years of construction experience with the company.  He has a proven track record in the successful completion of all types of construction projects spanning the commercial, industrial and institutional sectors, as well as heavy civil projects in environmental treatment facilities and bridge construction. In his current position as Executive Vice President, David is responsible for overseeing all pre-construction and construction activities for McKay-Cocker.  He monitors the daily activity of construction projects in conjunction with the Vice President of Construction who reports directly to David Blake.  He is Gold Seal Certified and a Director of the Ontario General Contractors Association and the Canadian Construction Association.  David is also the London representative of the Construction Labour Relations Association of Ontario, and the London representative for contract negotiations with the Labourers’ International Union of North America.


 

 

Paul D. Shanks
Chief Financial Officer, Secretary-Treasurer and Principal

As Chief Financial Officer, Secretary-Treasurer and a Principal of the company, Paul is responsible for the financial management of McKay-Cocker, including financial planning, corporate investments, tax, insurance, bonding and legal matters.  In the past year, Paul Shanks has been a critical part of McKay-Cocker's thrust in the P3 marketplace.  On several Infrastructure Ontario projects, presently being pursued, Paul has managed the procurement of financing, Project Agreement negotiations and insurance matters for the joint venture. He has 30 plus years of financial management experience and has been with McKay-Cocker since 1990.  Prior to that, Paul spent five years with a Fortune 500 company in the United States and before that, he was a Tax Partner with a Big 4 Accounting Firm.  Paul Shanks is a CA and holds an MBA from the Ivey School of Business.
